According to verse 1, man used to all share the same language and vocabulary. Some people migrated settled in a valley in the land of Shinar. They decided to a city with a tower that reached the skies, made out of brick and mortar. In verse 4, they said "Let us make a name for ourselves; otherwise, we will be scattered over the face of the whole earth".
But in verse 5, the Lord came down to see what the men were building. He saw that they accomplished so much so quickly because they all had the same language, and He knew that if it stayed that way, nothing would be impossible to man. So he scattered man all over the world and man no longer spoke one singular language. Because of this, they also stopped building the city with the tall tower. The city became known as Babylon.
The reason the Lord foiled man's plan to build one uniting city was because this went against His orders. More than once, God has told them to "be fruitful and multiply and fill the earth", as seen in Genesis 9:1 and 9:7. But, man decided that they wanted to build a city where they could live together, instead of spreading out and filling the earth as the Lord commanded. But instead of punishing the men, our kind God just helps them towards the right direction. He uses His powers to spread man all over the earth, and gives them different languages, so they wouldn't be able to build another city like Babylon.
